Britain’s Government Communications Headquarters director Robert Hannigan called on social media and messaging services to cooperate with government efforts to target terrorists—especially those related to ISIS. According to Hannigan, services such as Facebook and Twitter have “become the command-and-control networks of choice for terrorists and criminals.” Although the right to privacy remains important, Hannigan advocates for better arrangements to facilitate lawful investigation.
